Scout Executive's Message: Progress Report on the Goals of Local Scouting

Scout Executive Ed Martin provides a progress report on the goals of local Scouting and an update on our 2017-2021 Old North State Council, BSA Strategic Objectives. We are now one full year into the Plan and the release of our monthly You Tube video series that launched in August 2017. Today’s world moves at a faster and more complicated pace than ever before. Cub Scouts 1-2-3 Year 1 (Wolf) and Year 2 (Bear)

Most units/unit volunteers deliver the Cub Scout program from the handbook in grade-specific dens. Cub Scouts 1-2-3 is specifically developed to be used in units with multi-age dens that deliver the program in hard-to-serve areas — frequently in after-school settings or in areas of extremely low total available youth. Use of this program requires Scout Executive approval.
Attached are Year 1 – Wolf and Year 2 – Bear, and work is already underway for Year 3 – Webelos, which will be released in the future with plenty of lead time for implementation in future years. 
It is important to note that Cub Scouts 1-2-3 is the only approved curriculum to use 
in multi-age den and/or Cub Scout Scoutreach Settings. 


Accident and Sickness Insurance Coverage for Scouts BSA (Program name effective Feb. 2019 for boy troops ages 11-18 years & girl troops ages 11-18 years)

BSA has received questions about accident and sickness insurance coverage for recruiting Scouts BSA girls. In discussion with BSA’s Risk Management Team and in reviewing the Accident and Sickness brochure, below is the following policy for accident and sickness coverage:

Accident and Sickness Coverage

  • Accident and sickness insurance (also known as accident and health insurance) coverage for Scouts and Scouters furnishes medical reimbursement in case of death, accident, or sickness within the policy amounts. Information regarding unit accident coverage is available through the local council. The coverage provided has maximum limits it pays and a maximum benefit period, usually 52 weeks from the date of the incident.
  • Coverage is excess of all other insurance or health care plans in force. This policy is excess to any and all other available sources of medical insurance or other health care benefits.
  • All registered youth and seasonal staff are eligible, as well as registered leaders and volunteer leaders.
  • The coverage provided has maximum limits it pays, and a maximum benefit period, usually 52 weeks from the date of the incident. The plans do not “take care of everything.” Claims should be filed with the accident and sickness carrier as soon as possible, along with any other source of medical insurance or other health care benefits.
  • Accident and sickness plans and insurance companies have specific procedures for processing claims. Volunteers need to check with their local council to verify which plan/policy their council provides or is available.

Who are considered eligible youth and volunteers? Non-Scouters are covered for accident and sickness, but only while attending scheduled activities for the purpose of becoming registered leaders and Scouts.

If you are conducting a Scouting event, meeting, or activity with the purpose of recruiting youth and/or leaders, BSA’s accident and sickness insurance will cover you. Just like always, the BSA insurance policy it’s a secondary policy, so the individual’s insurance kicks in first, then the accident and sickness insurance pays as a secondary insurance. Woodfield Range Officer Training-Saturday, September 8

What is Range Officer Training?     Old North State Council guidelines require specific procedures and advanced qualification for Range Officers to conduct shooting sports at the Woodfield Ranges during District Family Encampments and Shooting Sports Weekend events.  Individuals completing this course will receive BB/Archery/WRO certification (valid for 2 years) and be expected to act as Range Safety Officer for at least two Woodfield events in the next 12 months.

The emphasis for this program will be training in specific Woodfield procedures (safety, opening/closing ranges, equipment), training in how to run Woodfield ranges safely and efficiently for various size groups, training in how to teach basic BB Gun and Archery skills to Cub Scouts, and training in various shooting and scoring procedures related to cub scout shooting awards.    (Note: The BB/Archery certification is valid for all BSA cub scout shooting sports activities including Day Camps for any BSA councils – the WRO certification portion is specific to our council and is valid only within ONSC).   

All district Family Camping events and every Shooting Sports Weekend event requires a certified Woodfield Range Officer for each range used. The Woodfield Range Officer Committee is responsible for providing certified WRO’s for each event (WRO’s are BSA registered adults who have completed this course and are willing to volunteer to serve as Range Officers and Instructors for scheduled events).   Click here to register  

 

Youth Protection Training Day - Saturday, September 15

YOUTH PROTECTION TRAINING:   All volunteers who took Youth Protection Training before February 1, 2018, when the new course was released, will be required to take the new course before October 1, 2018.  The new training course can be accessed through the online learning center at My.Scouting.org.
 
For your convenience, the Old North State Council has planned a classroom style Youth Protection Training session that will be conducted at 5 different locations throughout the Council on September 15, see details below.

Courses are open to all adults (registered volunteers, parents, child advocates) free of charge.

BALOO  (Basic Adult Leader Outdoor Orientation)
Friday, September 14 - Saturday, September 15

Training will be held at Cherokee Scout Reservation 3296 Boy Scout Camp Road, Yanceyville, NC

A BALOO trained leader is required for every Pack camping event.  This training is a one-and-a-half-day course beginning at 6:30 PM on Friday and concluding at 6:00 PM Saturday.  It is designed as an introduction to the Cub Scout outdoor program combining both indoor classroom work with some hands-on outdoor program ideas. All are designed to ensure our leaders are trained in influencing growth in positive ways to achieve the aims and purposes of the Boy Scouts of America.

Cost is $30 and includes Friday night cracker barrel, Saturday breakfast and lunch, handouts, camping, snacks, training cards, and program materials.   Register today!

An entire day devoted to training Scout leaders in their specific position.   Includes Hazardous Weather training and the opportunity to get the updated Youth Protection training prior to the October 1 deadline.  

Open to:  Cub Scout leaders, Boy Scout leaders, Venturing leaders, merit badge counselors,   chartered organization representatives, troop committee members, and any registered volunteer who needs to take the updated Youth Protection training.

Introduction to Outdoor Leader Skills Training, October 5-6, 2018

For:  Scoutmasters, Assistant Scout Masters and Webelos Den Leaders

A Boy Scout leader must complete the following training courses in order to achieve the status of a "Trained Leader":

  • Youth Protection  Training—available online
  • Scoutmaster/Assistant Scoutmaster Leader Specific Training
  • Introduction to Outdoor Leader Skills Training 

Instructors will help you learn how to set up camp, cook, work with woods tools, rope skills, plan campfire programs, map reading and compass skills, hiking and packing techniques, nature identification, and outdoor ethics. Each outdoor session will bring to life the pages of the Boy Scout Handbook to help you deliver the promise of Scouting to yourself and the youth you serve. It will increase your comfort level and give you confidence as a trained, skilled leader. The program will also give you the opportunity to work with other Scout leaders from your area, meet new friends, and reinforce skill techniques with fellow unit leaders.
