BSA National Criminal Background Re-Checks and Updated Forms

Since 2003, background checks have been conducted on every new adult when they apply to register in the Boy Scouts of America, and in 2008 a background check was conducted on all currently registered adults. In 2020, the BSA will implement periodic criminal background checks on a five-year basis. The first periodic recheck will take place in January 2020. In preparation for this, the required disclosures and authorization documents are being updated to ensure compliance with current local, state, and federal laws.

The BSA National office will send an email with separate background check disclosures and authorization form documents around October 7 to all currently registered adults who have a valid email address listed in their ScoutNET person profile. Those documents are: (1) the Background Check Disclosure; and (2) Additional Disclosures & Background Check Authorization. A copy of these two documents and a sample email can be found below.

All currently registered adults need to receive each of these documents. Old North State Council will make these forms available in our weekly e-newsletter, at roundtables, and at the Council office for registered adults who do not have an up-to-date or accurate email address listed in the BSA membership system.

A new, signed Additional Disclosures & Background Check Authorization form must be collected before any adult’s annual registration is processed in 2020. Councils will collect and retain the signature page of the authorization form in accordance with the BSA’s retention schedule.

For next weekend think outside the box for locations. Look for service stations along I-40, costume shops, big box stores, school sporting events, auctions, churches, farmers markets, and festivals! Be sure to tell the Scouts’ stories. If your unit is planning on selling at a location for Show & Sell, please make sure you get permission from the business in advance. Give everyone an opportunity to support our Scouts! If you are starting to run low on Show & Sell product, don’t worry. We have extra product at the Council office ready and waiting to be checked out!

BSA National Membership Fee Increase Effective Jan 1, 2020

Dear Scouting volunteer leaders, parents, and families:

Please click on the hyperlinks below entitled Memo and FAQ released from our Boy Scouts of America National Chief Scout Executive Mike Surbaugh. Effective January 1, 2020, the annual BSA National Membership Fee for youth and adults will increase. The exact increase will not be known until later in October 2019. I can share that the BSA National Membership fee increase is necessary due to the rising cost of liability insurance for our National organization. The Old North State Council, BSA has an additional $1 fee per youth and adult to help support the cost of local insurance. This additional $1 fee has been standard in Old North State Council for many years. We had originally considered an increase to $2 in 2020 per youth and adult to provide relief for the rise of local insurance rates. However, we will not be making this increase.

I understand the timing of this information is not ideal. Many Scouting programs have already started fall membership recruitment efforts and potentially have discussed 2020 re-registration/annual membership fees at the 2019 level of $33 per youth and adult. I apologize for the challenges caused by the timing of this release. On a positive note, this notification does coincide with many Scouting unit fundraisers, including popcorn sales. I would encourage your Scouting unit to use this information to further encourage full participation in your fundraising efforts.

Please accept my sincere appreciation for your commitment to Scouting and all you do to deliver life-changing experiences to our youth. I hope you will agree the cost of our program is still a great return on investment in helping Scouts develop into the best citizens they can be.

Eagle Scout College Scholarships

Each year, the National Eagle Scout Association (NESA) awards about 200 college scholarships to Eagle Scouts. The application process is online only, and applications may be accessed Here. The application period is August 1st to October 31st. Scholarships range from $1000 to $50,000. Please share this information with deserving Eagle Scouts from your troop who are headed off for college in 2020.

2020 Philmont Scout Ranch, Cimarron, New Mexico
June 28 - July 10, 2020

Philmont Scout Ranch is a bustling center for high adventure and training. Its camps provide an unforgettable adventure in the high country along hundreds of miles of rugged, rocky trails.  

The Old North State Council has secured spots for 2020 for 3 Crews (27 youth and 9 adults). 
A $200.00 non-refundable deposit (refunded if you are not selected to attend) is required along with the official application form. 

Philmont Requirements:  Must be registered, youth must be 14 years of age by January 1st of the year attending or completed the 8th grade and be at least 13 prior to participation. 
ONSC requires minimum of First Class Scout or Venturers with corresponding skill level.

2020 Summit Bechtel Reserve, Glen Jean, West Virginia
July 19 - 25, 2020

Situated in the wilds of West Virginia, The Summit Bechtel Reserve is leading us into the next century of Scouting with incredible facilities and amazing outdoor programs.
It is a place that takes Scouts and Venturers to the limits of what they think they can do, and then pushes them further.

The Old North State Council has secured spots for a 2020 contingent that will participate in the Summit Experience. The contingency will be open to both male and female Scouts BSA members. The total cost will be $1,200.
A $200.00 non-refundable deposit (refunded if you are not selected to attend) is required along with the official application form. Payments may be made in installments after that. Email contingent leader Michael Walser, miwalser@ptmc.net,  for additional information.
